As the residence of the Full Circle, this place is the center of Réaltan society.
Interestingly, it isn't actually a city, but instead, it is a large village-like structure, close to a true city's ground coverage.
It was designed to be a peaceful, graceful, and magnificent way to showcase the power of the Réaltan tribe.
Thanks to being located on the banks of the Orkan river and the shores of the Dunau lake, the Radi city also is a large trade center, even containing a small port.
Which technically isn't necessary, as dragons can fly, but rivers and lakes are common trade routes, at least for Réaltans.
Most of the other tribes' dragons that visit, will only see this city and travel nowhere else.

Another tribal jewel is the Library

which is located within a five minute flight of the Bethu Music Hall.
This allows dragons to travel more efficiently, and they'll be able to spend more time in the buildings.
A massive variation of the Anemos instrument

is located in the center of the city, on a tall tower.
It is known as the Anemos Tower, and is considered the one of the most iconic tribal jewels.
It can be heard quietly playing, as the wind moves it, and Réaltans consider the instrument a symbol of their leaders, who are viewed as strong and powerful, but also kind and loving.
The Justice System:

is a group of ancient and wise individuals who make the most important decisions.
These leaders are assisted by village elders and judges, who handle most of the land disputes and other such cases.
Almost anyone whose a legal adult can have a say in the tribal affairs, such as trade agreements and treaties with other tribes.
If a dragon believes that one of the leaders is acting outside his authority, the dragon can drop a scroll with the name of the suspect dragon into a woven basket, which is contained in each village hall.
Should this happen, the village judge, or another higher court will examine the case, depending on the seriousness.
If the accused dragon is guilty, then he or she will be punished in one of a number of ways.
The dragon may have to help the person he or she hurt, clean up, repair, or replace damaged items.
For more serious crimes, the guilty dragon will serve a term in prison.
The worst, and by far the rarest, crimes are punished by banishment or execution, depending on the crime committed.
The Drage Court could be compared to the Supreme Court of the United States.
Experienced dragons are elected into position in the Drage Court, and they are the only ones who have the power to remove individuals in the Full Circle

The removals only happen if the suspect dragon(s) committed treason, murder, or other such illegal actions.
Thankfully, these sort of happenings are quite rare and the Full Circle truely care about their tribe and try to improve it.

This group was formed about forty years ago, and it's members have sworn to represent the storm dragons, give them a voice, and help them control their abilities without their tribe.
The members believe that the Full Circle has abused it's power and new leaders must be chosen to lead the tribe.
This opinion is very unpopular, and the group has been shunned, ignored, and shutout since it's beginning, however the members still persist.
Although they try to obey the law, they will break it if they must.
For example, some rumors suggest that some of the members sneak into the Tufani school

and give the student storm dragons letters and packages from their families.
These kind actions were forbidden by the Full Circle and they claim that doing such things would distract the students from their learning.
However, the packages aid the students in many ways, such as combating depression and loneliness, among other things.
The results are many, but the greatest is that the young students become more emotionally stable, happier, healthier, and they can concentrate on their studies more easily.
The Vindur Seekers also helps the students' families while they struggle, trying to understand why they had to have storm dragons.
Some families even go so far as to deny that storm dragon blood runs in them, and they have a student in the Tufani school

and give the student storm dragons letters and packages from their families.
Thankfully, some other families have decided to work with the Vindur Seekers, and help the young storm dragons develop, control, and not fear their abilities.
Those that choose to do this risk their leaders punishing them, other dragons shunning them, and loss of respect and honor.
